If you go into Mixcraft's Library preferences, what is selected as the Loop Library Directory? The default setting is this:C:\ProgramData\Acoustica\Mixcraft\loops\
Mixcraft has to have write permission to the folder in order to download loops, so choosing a folder that Mixcraft can't download files into could cause this problem.
Try this:
1. Quit Mixcraft if it's running.
2. Find the following folder and delete the 23.txt and 27.txt files.
C:\ProgramData\Acoustica\Mixcraft\download_records
3. Start up Mixcraft and check for updates.
Note: Windows hides system folders by default. If you can't locate the ProgramData folder, you can copy and paste the following line into File Explorer to find it: C:\ProgramData\Acoustica\Mixcraft\download_records
